French and Latin Diplomatic Terms French and Latin Diplomatic Terms French and Latin Diplomatic Terms By Mark Nichol For hundreds of years, France was a world power militarily, economically, and culturally, and thus its language became the political, well, lingua franca. Although the nation is no longer a superpower (yet influential in world affairs), the French language is still well represented in the vocabulary of diplomacy- as is its precursor, Latin. This post lists and defines words adopted directly from French (and Latin) into diplomatic discourse, now dominated by English. (Each term is followed by an English translation. Latin terms are designated with the abbreviation L.; all other terms are from French.) Acte final (ââ¬Å"final actâ⬠): A formal statement summarizing the results of a conference between representatives of two or more nations. Agrà ©ment (ââ¬Å"agreementâ⬠): Approval by a nationââ¬â¢s government of a proposed new ambassador or other diplomat to represent another nationââ¬â¢s interest in the first nation before the diplomat is appointed Aide mà ©moire (ââ¬Å"memory aidâ⬠): A summary of key points of an official conversation between representatives of two nations, prepared by one party and submitted to the other at the end of the meeting or at a later time to aid memory. Alternat (ââ¬Å"alternateâ⬠): The principle that when two or more nations enter into an agreement, each nationââ¬â¢s official designation will be listed first on its respective copy of the agreement when copies are distributed to representatives of each nation. Ambassador extraordinary and ambassador plenipotentiary: These phrases are alterations of, rather than direct borrowings from, French, but the syntax of compound nouns consisting of postpositive adjectives (in which an adjective that further specifies a noun follows the noun) is an artifact of French. (Other examples include ââ¬Å"attorney general.â⬠) Attachà © (ââ¬Å"attachedâ⬠): Any of several various officers in an embassy, including one or more attachà ©s representing the military branches of the nation represented by the embassy; professional specialists known as, for example, the cultural attachà ©; or junior ambassadorial officers. Also, part of the phrase ââ¬Å"attachà © case,â⬠denoting a type of briefcase, originally used by such officers to carry documents, that became popular for general use. Bout de papier (ââ¬Å"piece of paperâ⬠): A document for conveying information between an embassy and the government of the host nation that is more informal than an aide memoire or a memorandum. Chargà © dââ¬â¢affaires, a.i. (ââ¬Å"in charge of business in the interimâ⬠): Originally, without the abbreviation (for ââ¬Å"ad interimâ⬠), the designation for an embassy official ranking below an ambassador or a minister; now, with the abbreviation, the term for an official substituting for the ambassador in his or her absence. Communiquà © (ââ¬Å"communicationâ⬠): A carefully managed and innocuous public statement summarizing the result of a meeting between representatives of two or more nations. By extension, a synonym, in general usage, for bulletin. Concordat (ââ¬Å"agreementâ⬠): An agreement between one or more nations and the Vatican. Consul (L., ââ¬Å"one who consultsâ⬠): Any one of various officials, subordinate to an ambassador, who represents a nationââ¬â¢s political and economic interests in a major city of another nation and supports the interests of other citizens of his or her nation who are visiting, or living in, the host nation. The office of a consul is a consulate, a lower-ranking official is a vice consul, and an honorary consul is a citizen of a host nation appointed by another nation to represent its interests in the absence of a consulate and its officials. During the time of the Roman Republic, and briefly in France following the French Revolution, the term denoted one of two (in Rome) or three (in France) chief magistrates who led the government. Demarchà © (ââ¬Å"walkâ⬠): An official overture by an ambassadorial diplomat to representatives of a host nation about a matter of concern to the diplomatââ¬â¢s nation, usually made in conjunction with a request for action or a decision on the part of the host nation. The term derives from the notion of the diplomat walking to the office of a host nationââ¬â¢s representative to discuss the matter in question. Dà ©tente (ââ¬Å"relaxationâ⬠): An easing of tension between nations. Entente (ââ¬Å"understandingâ⬠): A relationship between two or more nations with similar interests or objectives, resulting in an oral or written agreement less formal than a treaty (from the phrase ââ¬Å"entente cordial,â⬠or ââ¬Å"friendly understandingâ⬠). By extension, the term also denotes a coalition of parties to such a relationship. Exequatur (L., ââ¬Å"let him performâ⬠): a document issued by the government of a host nation that authorizes a consul to perform his or her duties in that nation. Ex gracia (L., ââ¬Å"by graceâ⬠): An action performed as a gesture of goodwill rather than an obligation. Modus vivendi (L., ââ¬Å"manner of livingâ⬠): A temporary interim written agreement composed as a record that stands until the final document is completed. In general usage, denotes a practical compromise or a way of life. Persona non grata (L., ââ¬Å"unacceptable personâ⬠): A person from another nation that the government of a host nation considers unacceptable or unwelcome. By extension in general usage, any such person in a social situation. Rapporteur (ââ¬Å"reporterâ⬠): A representative of a committee or a subcommittee responsible for preparing a summary of its proceedings. Rapprochement (ââ¬Å"a bringing togetherâ⬠): Establishment of improved relations between two nations. By extension in general usage, any such reconciliation between any two parties. Tour dââ¬â¢horizon (ââ¬Å"overviewâ⬠): A general discussion between diplomats of different nations about topics that concern both or all nations. Ultimatum (L., ââ¬Å"finalâ⬠): A final statement of position issued by representatives of one nationââ¬â¢s government to another, sometimes as a preliminary to a declaration of war. By extension in general usage, any statement by one party to another expressing a demand that will, if not met, result in stated or implied consequences. Visa (L., ââ¬Å"seenâ⬠): A document authorizing a citizen of one nation temporary or permanent residence in another nation. The author believes that the books of the new gospel Mark, Matthew, Luke and John are all fabricated as illustrated by (Top Documentaries, online). The author sees these new gospel books as fictional books that were drawn up by authors who were interested in coming up with formidable stories that they wanted the public to read and be fascinated about. The assertions that are illustrated by the author seem to be true. This is because all the assertions that the author are supported with facts. What the author asserts are really interesting and fascinating. This is because first of the statement made about the gospel of Mark. All the old versions of the gospel of Mark did not contain the verses starting with chapter nine. These verses had initially been omitted but eventually were found inserted in the versions that were written later. This is very controversial since the verses that were later inserted seemed to solely support the verdict that Jesus had risen as of the deceased. Although this seems circumstantial with the fact that the general writing flow of these chapters stress on the fact the Jesus arose from the dead along with that he is the only one to be worshipped. The author has very strong arguments against the resurrection of Christ which are strongly supported by the basic facts that he makes through the documentary as explained by (Build Forum, online). Since the books of the gospel were also written anonymously as nobody really knows who their authors are and this is a proven fact. If no one really knows the authors of these books, then their credibility is seriously questioned. The trends that are evident in the documentary are the omission of the last chapters in the gospel of Mark. We note that the earlier versions of Markââ¬â¢s gospel did not contain the chapters 9 through to 16. To me, this seems an omission and an inclusion in the new version makes the documents questionable. This makes me doubt the whole authenticity of the bible. If these chapters were initially not present, then just along the writing of the new version, some of the bits included make it unbelievable. The whole editing of the gospels to include the new chapters in the later stages make it seem shrouded with mystery. This is really disturbing to note that the earlier version might have been the correct one. The apparent lack of authors of the gospel of the New Testament further put the writings of the bible in complete mystery. What if the bible stories were written as fiction stories just like the odyssey stories? This could help in illustrating how the fictional nature of the bo ok of Mark is. The author of Mark is mysterious and we are shrouded in mystery. How can a book that is written by a mysterious author be credible? The new knowledge that I have acquired from the documentary is the writing history of the New Testament gospels. The detailed history on how all the books of gospel were written has given me a new insight about the build in the writing of books in the bible. The illustration on how the book of Mark was first written is really of interest. The interesting bit of the new versions of the gospel of Mark is on it insisting on the resurrection of Christ. Since the other gospels Mathew, Luke and John were written after the book of Mark, they contain the same message but curiously insist on the last chapters of the book of Mark as noted by (Mindscape, online). The insight of this knowledge was the curiosity in the writing of the books on how the authors were able to read the thoughts of Jesus. Reading someoneââ¬â¢s thoughts is something that is impossible and no man can accomplish it unless through miracles. The later books also seem to give more detailed explanations that the original bo ok which is unusual as some of the books described were not present in the book of Mark. The part of the documentary which I disagree with is the parallelism of relation of the events between the odyssey stories and the description of the book of Mark. I think this was a coincidence and the need of the author to find out something that he could compare with his story so as to support the facts. There is no relation whatsoever about the story of a living man and the life history of Christ as noted by (Andrea, online). Since the odyssey story was fictional story, one cannot just pinpoint that the gospel of Mark was also fictional. We normally have fictional stories which are derived or similar to the actual stories. The insistence of Christ that no one tells other his people of who he is was a way to fulfill his will. Without hiding his identity, the purpose which he had been sent to earth to fulfill could not be accomplished. This is in total contrast with what the author wants us to really believe. The story of Jesus Christ on earth cannot be compared with fictional stor ies. Things that Jesus Christ performed were miracles and can never be explained through science history of mathematics.
